Не получается изменить SCPL c "0" на "4"
Подскажите решение.

Дока сразу подсказывает
SEC0019 The user does not have SEC_ADMIN privilege.
Action: Logoff the system and login with an account that has SEC_ADMIN
privledges or request another user with appropriate access rights to execute the
operation.
